NOWSHERA (Rajouri): “As salam aleikum,’’ an elderly Qasi Afzal Masood greets this correspondent and leads him into his hut in Nowshera village close to the Line of Control (LoC).

A small-time farmer, Qasi has no means of entertainment in his dingy hut except a radio which he says has been his prized possession for years now.

So what does he listen to on the radio? ‘‘Sometimes news and otherwise Hindustani songs,’’ he says with a smile.

But what he says next, rather casually, comes as a surprise: ‘‘One can also tune in to Pakistani radio programmes as their signals reach our village. Many other villages also listen in.’’

While the Army and police machinery are already worried about signals of Pakistani mobile service providers reaching the Indian side, Pakistani radio programmes have become yet another cause of concern. Had these only to do with songs and other entertainment it would have been a different matter. But some programmes talk of Kashmir’s ‘‘aazadi’’ and how blood should be spilt in all cities in India.

Qazi, 55, who has seen militancy grow all these years in Nowshera, considered to be a stronghold of Lashkar-e-Toiba (LeT) and Hizbul Mujahideen (HM), tunes in his radio to the frequency 102 MHz. After a few minutes of static, on comes ‘‘Voice of Kashmir’’, a programme on Pakistani radio. A few advertisements follow (about soaps and washing powder) and then begins a 30-minute programme aimed at the Kashmiris in India.

‘‘Hamare Kashmiri bhaiyon ko Allah-tallah ka hukum hae ki Hindustaniyon ka qatal karo, sare aam unki gardane kato. Hindustani hukumat ko bata do ki unki koshishen humko juda karne ki kabhi kamayab nahi hogi. Kashmir hamara hai or rahega….’’ (Our Kashmiri brothers, the Almighty desires the public beheading of Indians. Show the Indian Government that its ‘‘efforts’’ to keep us separate will never succeed.)

After 30 minutes of such incendiary exhortation, the speaker winds up with: ‘‘Kashmir zindabad, Allah hafiz.’’

‘‘These people provoke us to pick up arms but I can tell you that most of us want to remain with India. We too are keeping track of what is going on in Pakistan,’’ says Qazi, who has witnessed fierce gun battles in his village, the most recent being the killing of two top HM members who were trying to infiltrate into India. But it is not only 102 MHz that is spreading the anti-India propaganda, another such frequency — 106 MHz — too has the same agenda. Star Radio has also taken up a ‘‘Hate India’’ campaign.

Asked how the radio signals are being picked up in India and what they plan to do about it, police officials say they are helpless. ‘‘Earlier, the Pakistani mobile phone towers and radio towers used to be far from the LoC. Of late, they have brought them much closer to the LoC and now all signals reach Indian villages,’’ a police official said, adding that most of the content on the 15-hour radio broadcasts was anti-India.

According to him, 60 per cent of the residents of Rajouri, Poonch, Nowshera, Deragali listen to the highly provocative speeches. ‘‘This issue has to be addressed by the higher-ups in New Delhi. We cannot do much except for monitoring the programmes,’’ he remarked.

A girl stoned to death in Somalia this week was 13 years old, not 23, contrary to earlier news reports. She had been accused of adultery in breach of Islamic law.

Aisha Ibrahim Duhulow was killed on Monday 27 October, by a group of 50 men in a stadium in the southern port of Kismayu, in front of around 1,000 spectators. Somali journalists who had reported she was 23 have told Amnesty International that they judged her age by her physical appearance.

Inside the stadium, militia members opened fire when some of the witnesses to the killing attempted to save her life, and shot dead a boy who was a bystander. An al-Shabab spokeperson was later reported to have apologized for the death of the child, and said the militia member would be punished.

At one point during the stoning, Amnesty International has been told by numerous eyewitnesses that nurses were instructed to check whether Aisha Ibrahim Duhulow was still alive when buried in the ground. They removed her from the ground, declared that she was, and she was replaced in the hole where she had been buried for the stoning to continue.

Aisha Ibrahim Duhulow was accused of adultery, but sources told Amnesty International that she had in fact been raped by three men, and had attempted to report this rape to the al-Shabab militia who control Kismayo. It was this act that resulted in her being accused of adultery and detained. None of men she accused of rape were arrested.

She was detained by militia of the Kismayo authorities, a coalition of Al-shabab and clan militias. During this time, she was reportedly extremely distressed, with some individuals stating she had become mentally unstable.

Amnesty International has campaigned to end the use of the punishment of stoning, calling it gruesome and horrific. This killing of Aisha Ibrahim Duhulow demonstrates the cruelty and the inherent discrimination against women of this punishment.

Coming out in support of Sadhvi Pragya Thakur and other Malegaon blasts accused, Shiv Sena Supremo Bal Thackeray lashed out at pro-Hindutva elements for “disowning” them and asked the legal community to come forward to defend the trio.

“The entire Hindu community should support the Sadhvi, retired Major Ramesh Upadhyay and Samir Kulkarni who are being framed by the ATS,” Bal Thackeray said in his trademark fiery editorial in the Sena mouthpiece ‘Saamana’.

Thackeray said he did not support any kind of terrorism that “weakens the country and we regret the loss of life in the Malegaon incident.

“But if the pseudo secularists in the country are supportive of Afzal Guru (Parliament attack convict), why should we not love and be proud of Sadhvi Pragya, Ramesh Upadhyay and Samir Kulkarni?”

“Every day Islamic terrorists are planting bombs to kill Hindus in India. The latest blasts in Assam too were engineered by Bangladeshi migrants. If a Sadhvi Pragya or a Ramesh Upadhyay or a Samir Kulkarni is born in the present milieu, they cannot be blamed,” it added.

Alleging that the ATS machinery was being used at the behest of the Congress which is practicing politics of Muslim appeasement, it said, “the arrests of cultured and educated individuals in connection with the Malegaon blasts is an effort to crush Hindus to please Muslim fanatics in the country.”

The editorial also lambasted pro-Hindutva organisations for what it called “disowning” the trio. “If Chhatrapati Shivaji and Veer Savarkar were alive today, they would suffer bouts of depression to see the passive tolerance of Islamic intimidation by Hindus,” the Sena chief said.

The editorial ends with a poser. “If a Majid Memon puts on the black coat to defend brother of underworld don Dawood Ibrahim in a court of law, can we expect another Memon to stand up to argue for Sadhvi Pragya, Upadhyay and Kulkarni?”

Jihad by Muslims, now pan India phenomenon, they are killing Hindus at will all over India

It’s 63 and counting. That’s the number of bomb blasts that have happened in India over the last six months. This works out to an average of one every three days! Of course, blasts usually don’t happen singly. Most of the time, they are serial in nature for jihadis have perfected the art of creating a cascade of terror, be it in Mumbai, Hyderabad, Jaipur, Ahmedabad, Bangalore, Delhi or Guwahati.

The Government will not admit this, but the jihadis have succeeded in their diabolical aim of creating an atmosphere of insecurity and fear across the country. No city, no State is immune to this. Even if explosions haven’t happened in Kerala yet, it doesn’t mean that terror merchants don’t have the State on their radar.

Some 300 persons are believed to have been indoctrinated there already. Intelligence agencies, as usual in the dark, stumbled upon this startling fact only when two Kerala-born militants were gunned down in an encounter in Jammu and Kashmir.

From Idduki to Imphal, Kargil to Kanniya Kumari, India lives in trepidation. It is already being compared to jihadi-infested Iraq, Afghanistan and even Pakistan. With nearly 1,000 innocent civilians lost so far this year, and 18,360 total deaths from terrorist depredations in the country (excluding J&K) over the last decade, India has probably overtaken the tally of deaths in those countries.

But why India? There is no convincing answer to this question because nobody knows what the jihadis want. In Iraq, they are fighting foreign invasion and a puppet regime; in Afghanistan they are battling to overthrow Hamid Karzai’s NATO-backed Government; in Pakistan they want to seize power from the incumbent Establishment. But that certainly cannot be their goal in this country. Despite the steady decline in their numerical predominance, Hindus constitute 80 per cent of India’s population, Muslims accounting for a meagre 14 per cent. So, the establishment of Dar-ul-Islam here is about as much a possibility as finding intelligent life on the Moon. Anyway, from Mohammad-bin-Kasim to Aurangzeb, Muslim conquerors pursued this ambition with resounding lack of success. Jinnah, too, knew its futility very well, which is why he bargained for a Muslim homeland to be carved out of India.

So, 300 years after the death of Aurangzeb, the dream of Islamising India would appear a lunatic idea. But do the jihadis really understand this? Judging by interrogation reports of arrested SIMI operatives as well as the elaborate e-mails sent by it and its surrogate Indian Mujahideen, it seems that the goal of establishing Nizam-e-Mustafa in Hindustan is something that actually drives several thousand Muslim youth into the waiting arms of jihadi outfits.

The terrorists’ strategy is two-pronged. First, they wish to destabilise the economy and cripple visible symbols of India’s success — the Bombay Stock Exchange building, Indian Institute of Science and offices of IT giants in Bangalore, to name just two. Alongside, they seek to knock the bottom out of Narendra Modi’s Vibrant Gujarat, paralyse Rajasthan’s tourism-driven economy, and spread panic through Delhi since events in the national Capital have a multiplier effect on publicity.

Their second, but parallel, strategy is to create pockets of Muslim dominance to serve as recruiting grounds through exploitation of the community’s perceived sense of victimhood. That explains the concerted manner in which liberal and “secular” opinion was mobilised in defence of the Batla House terrorists in Delhi and the selective targeting of Bodo people in the Assam blasts — a transparent bid to coerce indigenous populations of the North-Eastern States into submission.

The Assam blasts are, therefore, particularly ominous. They clearly reveal the operational co-ordination between local insurgent groups and jihadi organisations, with Bangladesh playing cupid. Although ULFA began as a terrorist outfit seeking Independence for Assam and expulsion of illegal Bangladeshi migrants, circumstances forced its leaders to seek refuge in Dhaka where Pakistan’s ISI had a field day indoctrinating them. Meanwhile, the rise of Harkat-ul-Jihadi-i-Islam (HuJI) was fostered by anti-India elements there and pushed to making common cause with ULFA and other insurgents in the North-East.

Finding recruits to carry out terrorist acts was no problem because millions of Bangladeshis live illegally all over India. In Assam, the migrants have caused an explosion in the State’s Muslim population in recent decades. In fact, demographers are certain that within the next two Censuses, Assam’s Muslim population will overtake Hindus, courtesy unchecked illegal infiltration from across the porous border and the alarming rate of their reproduction.

A pusillanimous Government in Dispur and Delhi has persistently ignored alarm bells sounded by the Army, indigenous Assamese leaders and Governors like Gen S K Sinha. Having secured the benign patronage of practitioners of votebank politics, Muslims in Assam have become emboldened to form their own political party — AUDF, headed by perfume baron Badruddin Ajmal. Soon, it will be impossible to run a Government there without the participation of AUDF and sometime later, so called mainstream parties may even be compelled to become Ajmal’s junior partners.

In other words, we are probably witnessing the rise of a new version of the pre-Independence Muslim League which, eventually, will legitimise the demand for Assam’s separation. The current effort of the jihadi forces there is to assist the process of Muslim consolidation so that the goal of India’s dismemberment comes that much closer.

If we are serious about reversing this trend, gloves will have to come off. Sadly, there is intense hesitation among India’s middle class to call a spade a spade when it comes to something as sensitive as a communal classification of realities.

While it is nobody’s case that every Muslim is a potential jihadi, the fact is that millions of madarsas all over the country have become terror factories. It is not enough to glibly talk about reforming their curricula by introducing computer training and so on. Let us not forget that al-Qaeda is for all practical purposes a “virtual” organisation that exists largely on the net. So, imparting computer skills can cut both ways. What is needed is the introduction of a stern licensing system for all madarsas so that unregistered jihad factories can be shut down by force if necessary.

Second, and more immediately, the process of identifying and deporting illegal Bangladeshi immigrants from Assam and the rest of India must be seriously expedited.

A Times of India report that over 62,000 Bangladeshis have gone “missing” after entering India with valid documents is absolutely stunning. Just imagine what must be the number of illegal Bangladeshis if so many “legal” visitors have disappeared!

It is well known that HuJI acts as the executor of jihadi terror in most parts of India, working through legal and illegal Bangladeshi migrants. The time has come to serve a firm Quit India notice on them. If they don’t leave voluntarily within a given deadline, they must be forcibly deported and if necessary simply rounded up in hordes and dumped into detention camps.

Shades of Gulag, did somebody say? But then, better a Gulag than the impending dismemberment of India.

India Under Siege

Blasts in Jaipur, Ahmedabad, Delhi and Malegaon— the list goes on. We perhaps believed the worst of the terror run was over. But the pre-Diwali lull proved false. Yesterday, several blasts struck Assam — in Guwahati, Bongaigaon, Barpeta and Kokrajhar — leaving scores dead. Spread over almost the entire state, the horrific attacks proved yet again that enemies of India’s territorial and emotional integrity have organisational and technical capabilities that our law enforcers repeatedly underestimate.

While fanatics demonstrate with sickening regularity their power to strike at will, the official response is invariably an assertion of renewed resolve to fight terror. Assam’s tragedy shows up, damningly, the government’s failure to deliver on that promise.

There were recent warnings that Assam was on the radar of a United Liberation Front of Assam (ULFA)-Harkat-ul-Jihad-al-Islami (HuJI) combine. It should have been on high alert, more so given recent ethnic strife between Bodo tribespeople and Bangladeshi migrants. The north-eastern state’s strategic importance in terms of resource wealth — oil, in particular — and security cannot be overstated.

More, its social fabric has long been stretched thin by students’ movements against ‘foreigners’, fears of demographic change, ULFA’s secessionist violence and ethnic strife fomented by the National Democratic Front of Bodoland. Pakistani and Bangladeshi militants have long been known to be fishing in these troubled waters; home-grown terror in the form of the Indian Mujahideen (IM) has only helped their agenda in the north-east and elsewhere.

In September, Prime Minister Manmohan Singh insisted that the UPA wasn’t soft on terror. This had gone along with a frank admission of gaps in our intelligence network. It may be asked what the home ministry has done since then to reinforce preventive intelligence and law enforcement mechanisms. When it comes to anti-terror combat, it seems India can no longer afford the growing perception of being led by an excessively gentlemanly prime minister and a dandy but weak home minister. For, the prevailing sense of drift has only served to embolden all kinds of challenges to the Indian Union.

Terrorism is now a pan-India phenomenon, with terror recruits being traced to even Kerala. Home-grown extremists — whether of the IM or of the saffron variety — are deepening religious divides. At the same time, Naxalite carnage is beating previous records. Now, regional chauvinism of the Raj Thackeray kind threatens to blow up into an interstate conflagration. People’s representatives can no longer wink at the fact that India’s unity is under siege or play games of electoral one-upmanship.

The prime minister must immediately do something. He should call an all-party emergency meeting, so that the entire political spectrum stands — and is seen to stand — united against balkanisers and hate-mongers of every stripe.
