New Delhi: The labelling of the coffin of a Hindu killed in last weekā€™s plane crash in Islamabad as ‘kafirā€™ (non-believer) by the authorities raised a storm in Pakistan over the treatment meted out to minorities in the country.

Premchand, a social worker from Sanghar in Sindh, was one of the six members of the Youth Parliament, who died in the plane crash.

The controversy erupted after friends of Premchand claimed that his coffin came marked ‘kafir or ā€˜infidelā€™ – mostly used as a serious slur in Pakistan – written out in bold strokes as it lay at the Pakistan Institute of Medical Sciences awaiting collection by his devastated family.

Although, the incident is being termed as ā€œclerical errorā€, reactions in Pakistan range from remorse and disgust at denying the youngster respect in death.

ā€œIt was shocking. He could have been marked as Hindu or non-Muslim, but using the word ‘kafirā€™ is the worst example of intolerance.ā€™ā€™ Muneeb Afzal, a Member of the Youth Parliament (MYP) was quoted as saying.

Expressing their anger and remorse in online discussion forums, Premchandā€™s friends said the death of all passengers, irrespective of their caste, colour and religion, should have been treated as a matter of national tragedy.

Several members of the Youth Parliament wrote, ā€œLiterally labelling someoneā€™s coffin as ‘kafirā€™ and not even giving them the respect to list their religion by its proper name is a shameful and disgusting way to disrespect the last remains of anyone. All the more so the last remains of a patriotic Pakistani, who was on that plane solely to represent Pakistan, and to seek to be a better citizen, deserved a much better treatment.ā€™ā€™

The Hindu community in Pakistan, already reduced to an insignificant minority, is further dwindling. What happened to the Hindus there soon after Partition is continuing even now.
Unable to stand-up to the harassment by Muslim fanatics, more than 6,000 Pakistani Hindus have migrated to India in the recent past. Incessant pressure to convert to Islam and social alienation are driving the scattered Hindus to crossover to India. Lashkar Das, one of the Hindu migrants now settled in Haryana, echoes the feelings of many Hindus in Pakistan when he says: ā€œI was constantly under pressure to convert to Islam. Some families budged and capitulated, but those who did not became targets for fanatics.ā€ Another Hindu migrant says: ā€œLocal residents call us Hindu kafirs. Our children are discriminated against in schools and forced to read namaz.ā€
Kafirs! Interestingly, this epithet was used by one of the Pakistani terrorists who took part in the Mumbai massacre in November last. The heavily armed terrorist, on seeing a local resident, called the latter a ā€œKafirā€. This supports the Hindu migrantsā€™ contention that some Muslims in Pakistan call the Hindu neighbours as Kafirs.
No wonder Pakistan is now denuded of the once vibrant Hindu community. How did this happen? A note that the Indian government sent to Pakistan in December 1949 throws some light on the eviction, covert and overt, of Hindus from Pakistan. The note charged the Pakistan government with launching a drive against the remaining Hindus in Sindh. In the interior of Sindh, the note said, conditions were reported to be much worse. Owing to ceaseless ā€œofficialā€™ harassment, Hindus were forced to embrace Islam.
Substitute ā€˜no-officialā€™ for ā€˜officialā€™ and you will get an idea of why the small Hindu minority in Pakistan is further dwindling. No less a Pakistani leader than the recently assassinated Benazir Bhutto said, in June 2006, that served Hindu families in Larkhana in Sind had been threatened with dire consequences if they did not dissociate themselves from her Pakistan Peopleā€™s Party. She cited cases in which one Hindu was killed by unidentified assailants in Larkhana and another youth, a son of a noted Hindu family of Warand Mal was shot and wounded.
In February, 2008, Hindus in two districts of Pakistanā€™s Balochistan province warned that the minority community would boycott the upcoming general elections if the authorities failed to trace three kidnapped Hindu traders, even as armed men abducted another business manā€™s son. Forced conversions to Islam, which began in the wake of Partition, continue unabated in Pakistan. In March 2007, as many as 79 Pakistani Hindus from the Bhaeel community were converted to Islam near Khapro. The converts included 28 men, 25 women and 34 children. The elderly Bhaeels reportedly told an online news agency that they had embraced Islam after being inspired by the teachings of Islam.
All this ties in with what happened recently in the Swat Valley. It looks as though the Hindus in Pakistan, who now number 20 lakh, are in for further truncation in future. This suspicion was confirmed by the Human Rights Commission of Pakistan in its annual report for 2006. It says that the state promoted violence by failing to act against those attacking non-Muslims or their properties and their place of worship. The report also lists several cases of forced conversion to Islam, especially of Hindu women.
In September 2005, minority members of the Pakistan National Assembly said that Hindus were being hounded and humiliated to force them to leave Pakistan . They were taking part in a discussion on a call-attention motion on the abduction of a Hindu girl in Sindh and was latter converted to Islam. One member, Krishan Bheel, said many Hindu men were being kidnapped for ransom in Sindh. These incidents were engineered to force Hindus to leave Pakistan where they have been living for the past 5,000 years.
At the time of 1947 Partition, those belonging to Indian religions constituted about 20 per cent of the population in West Pakistan and 34 per cent in East Pakistan. The percentages have now dropped to a little less than two in Pakistan and to about ten in Bangladesh (erstwhile East Pakistan).
All this is in sharp and disturbing contrast to the religious demography in India. The Muslim population in India grew by 1.3 per cent while the Hindu population declined by 1.5 per cent during 1991-2001. The Muslims, comprised 13.4 per cent while the Hindus formed 80.5 per cent with the total population standing at 1.02 billion in the 2001 census.
The policy of the successive Pakistan regimes of turning a blind eye to the harassment and eviction of the remaining Hindu families in places like Sindh has resulted in the continual thinning of the Hindu minority. And this has given rise to Hindu fundamentalism in India. Fundamentalism is something alien to Hinduism, but the injustices heaped on the diminishing Hindu population by Islamic extremists has touched off a wave of resentment in the majority community in India.
There will be meaningful democracy in Pakistan only if its rulers strive to realise Jinnahā€™s ideal of secularism. It is now universally established that secularism is the bedrock of democracy.

10 Eternal truths about Islam — Must read

Professor K.S. Lal has studied and taught the history of Islam in India for the last more than fifty years. His characterization of Islam as an ideology is being presented below:

1 Islam is understood more correctly when it is called Muhammadanism. Muhammad is the central figure in Islam. He controls the hearts and minds of all Muslims everywhere

2. Fundamentalism is not accidental but essential to Islam It sees unchangeability as strength. That is why the word reform is so abhorrent to Muslim thinkers and religious leaders …

3. In Islam truth is established by the sword… dissent is hated as heresy and stamped out as infidelity … early medieval Indian Muslim chronicles mention the sword as the greatest harvester of converts. Islam was made to spread, as the old saying goes, with Quran in one hand and sword in the other. Sword was freely used in forcing people to become Musalmans

4. There is a uniqueness about Islam. Non-Muslims are to be converted to Islam freely. But once a Kafir becomes a Musalman, he has to remain one for ever thereafter. He is not permitted to renounce Islam or revert to his original faith. Punishment for such apostasy is death…Ā”73

5. Islam lacks any doctrine of coexistence... Muslim madrasas cannot shed their Kafir complex… The present adjustment of coexistence is a temporary expediency in India…74 It is the teaching of Islam to shun contact with non-Muslims except with a view to converting themĀ… Muslim separatism expresses itself in many waysĀ…Ā”75

6. In Islam all human beings are not treated as equals. It makes a distinction between Muslims and non-Muslims. A non-Muslim is a Kafir, an inferior being. Non-Muslims do not enjoy any human right in this world; they cannot enter Paradise after death. Ā Islam has two sets of principles of morality, ethics and justice: one is for Muslims and the other for non-Muslims. Sincerity, well-wishing and brotherhood are for the believers and faithful Islamic scriptures recommend setting Muslims against non-Muslims, believers against infidels to defend Islam and destroy unbelief. Individual and group killings of Kafirs is encouragedĀ…Ā”78

7. Islam recommends Jihad or permanent war on adherents of other religions This makes Islam a totalitarian and terrorist cult which it has remained ever since its birth.79Ā… There have been wars but wars fought by Muslims are in the service of Allah. This gives Islamic belligerency divine sanction and terrorism becomes a divine commandĀ…Ā”80

8. Like proselytization, desecrating and demolishing the temples of non-Muslims is also central to Islam. Iconoclasm derives its justification from the Quranic revelations and the ProphetĀ’s Sunnah or practice …81 non-Muslims cannot reclaim their desecrated temples. This is the law of Islam…Ā”82

9.Islam has all the ingredients of imperialism found anywhere in the world in any age… 83 By destroying the national spirit of non-Arab Muslims, Islam has demolished the Asian centres of civilization such as Egypt, Iran and India…Ā”84

10. The Islamic principles of denigrating the non-Muslims, of aggression and violence against them – principles that perpetually incite to riot and rapine – have boomeranged. However brave face the fundamentalists may try to put up, the victims of Islam today are by and large Muslims themselves. The Prophet must have known that violence begets violence and repeatedly exhorted Muslims not to kill one another after his death. He also had a premonition that violence of Islam against non-Muslims will be met with a backlash. There is a hadis in Sahih Muslim which says that once the Rasul opined that Islam which began in poverty in Medina would one day return to Medina in poverty. Just as a snake crawls back and coils itself into a small hole, so will Islam be hunted out from everywhere and return to be confined to Mecca and Medina. The increasing power of the non-Muslim West and the disenchantment of Muslim dissidents point towards that possibility, howsoever remote.

Prof Lal has presented many other facets of Islam such as that Islam has no word for democracy; that secularism and Islam are mutually exclusive; that Islam can set up only a theocratic state; that Islam has institutionalised slavery and degraded women; and that Islam has laid waste many countries.

India before the advent of Islamic invasion was not a zone of peace

The world famous historian, Will Durant has written in his Story of Civilisation that “the Mohammedan conquest of India was probably the bloodiest story in history”.

India before the advent of Islamic imperialism was not exactly a zone of peace. There were plenty of wars fought by Hindu princes. But in all their wars, the Hindus had observed some time-honoured conventions sanctioned by the Sastras. The Brahmins and the Bhikshus were never molested. The cows were never killed. The temples were never touched. The chastity of women was never violated. The non-combatants were never killed or captured. A human habitation was never attacked unless it was a fort. The civil population was never plundered. War booty was an unknown item in the calculations of conquerors. The martial classes who clashed, mostly in open spaces, had a code of honor. Sacrifice of honor for victory or material gain was deemed as worse than death.

Islamic imperialism came with a different code–the Sunnah of the Prophet. It required its warriors to fall upon the helpless civil population after a decisive victory had been won on the battlefield. It required them to sack and burn down villages and towns after the defenders had died fighting or had fled. The cows, the Brahmins, and the Bhikshus invited their special attention in mass murders of non-combatants. The temples and monasteries were their special targets in an orgy of pillage and arson. Those whom they did not kill, they captured and sold as slaves. The magnitude of the booty looted even from the bodies of the dead, was a measure of the success of a military mission. And they did all this as mujahids (holy warriors) and ghazls (kafir-killers) in the service of Allah and his Last Prophet. Hindus found it very hard to understand the psychology of this new invader. For the first time in their history, Hindus were witnessing a scene which was described by Kanhadade Prabandha (1456 AD) in the following words: “The conquering army burnt villages, devastated the land, plundered people’s wealth, took Brahmins and children and women of all classes captive, flogged with thongs of raw hide, carried a moving prison with it, and converted the prisoners into obsequious Turks.” That was written in remembrance of Alauddin Khalji’s invasion of Gujarat in the year l298 AD. But the gruesome game had started three centuries earlier when Mahmud Ghaznavi had vowed to invade India every year in order to destroy idolatry, kill the kafirs, capture prisoners of war, and plunder vast wealth for which India was well-known.

Jamaat ud Daawa textbook instructs Muslim children to mercilessly beat up non-Muslims

A leading member of the Pakistan civil society has exposed the war-mongering ideology of the Jamaat ud Daawa, or JuD, the umbrella organization of the Lashkar-i-Toiba or Army of Pureā€”the terror outfit responsible for the Mumbai mayhem in November that left 200 people dead and over 300 injured.

Dr. Rubina Saigol of Action Aid Pakistan has expressed her disgust at the teachings of the jihadist outfit that had tried to show a softer face to the world immediately after the Mumbai attacks by inviting journalists to its headquarters in Muridke, Punjab.

Saigol posted her views on a progressive Pakistani public yahoogroups emailing list called SPN, with nearly 5,000 members. She was responding to the views of another liberal Pakistani editor, Omar R. Quraishi, editorial page editor of largest circulation English newspaper The News International.

In his article, Quraishi wrote: “Regrettably, this tendency to act superior than the rest of the world, ignore one’s own warts and what not and to blame the rest of the world for all that ills the Islamic world is something that is found in many ordinary Pakistanis as well. Whether they have been influenced by organisations such as the JuD or whether the organisations have been influenced by the society that they have grown up in is not the issue but rather that the value system and worldview of the JuD and the LeT is in fact something that a lot of Pakistanis share — particularly the view that a Hindu/Zionist/ American conspiracy of sorts has been put in motion to annihilate the Muslim world.”

Saigol concurring with Quraishi’s view on Jamaat ud Daawa gave some glaring examples from textbooks “that they distribute to their students and which are not available openly in the market.” She added the books are published by Jamaat ud Daawa press and are given to students free of charge.

“The Mullahs [Islamic cleric] say that the books are meant to ‘inspire’ and to inculcate a truly Islamic spirit among students and to enable them to view Islam as a complete way of life, rather than as a set of rituals,” Saigol said. “Through these textbooks children are given inspirational ideas and introduced to the objectives of Islam as seen by the Mullah. They are thus introduced the glorious Muslim past to inspire them to violence to re-create the past.”

She said Jamaat ud Daawa argues that Muslims alone have right to rule the world and are allowed to kill infidels that stand in the way of Islam and this is being taught in textbooks used by the Jamaat ud Daawa.

Saigol said Daawa glorifies violence and hate and teaches the new version of alphabets in which children learn Bandook for Bai, Talwar for Tai, Tank for Ttai, jehaz for jeem and khanjar for khai, rocket for rai and tayyara for To-ay. [In English, all this will translate into G for gun, S for sword, T for tank, J for jet, K for knife, R for rocket and A for airplane.]

“In the Urdu textbook, children are told that infidels are cowards by nature and when a holy warrior attacks them, they scream with terror and fear,” she said. “Mujahideen are glorified as being on a mission from Allah and they are superheroes that kill Hindus and make infidels cower in fear,” she said, referring from the pages of the textbook.

She deplored games are organized around violence and killing and the children play with guns and learn to shoot at balloons, adding they play guerilla games of ambushing infidels, and in one story, a ten year old boy kills hundreds of Russians in Afghanistan .

She said poems and stories are taught about young boys that wage jihad and children read fictitious letters from jihadis killed in battle. “If I am killed in battle, celebrate”, reads one letter to a mother and sister in the seventh grade textbook, and then admonishes, “Make sure you conceal your body and never wear perfume.” Obscurantists among Muslims call this decadent and sexist practice hijab.

India is presented as an enemy and Saudi Arabia as a best friend. Kashmir appears as Pakistani territory forcibly snatched by Hindus and Pakistan as a country created only for Muslims.

Saigol said children are instructed to mercilessly beat up non-Muslims and are told in the second grade textbook that every student should become a holy warrior and that they should be willing to lay down their lives for the great nuclear power that is Pakistan.

Quraishi notes: “Another (JuD) post is devoted to Mother’s Day, or rather to equating it more or less with paganism. In fact, another post is on how Muslims should beware of doing actions that make them equal to kaafirs [infidels] — such as celebrating their holy days and festivals. Also, it is clearly mentioned that non-Muslims are kaafirs and should not be even befriended.”

Attack on London ‘inevitable’

Several Islamic militant groups are preparing attacks on London, making such a strike unavoidable, a radical Muslim cleric said in an interview published today.

“It’s inevitable. Because several (attacks) are being prepared by several groups,” Sheikh Omar Bakri Muhammad told Lisbon’s Publica magazine from London where he is based.

One “very well organised” group in London calling itself al-Qaeda Europe “has a great appeal for young Muslims”, he said. “I know that they are ready to launch a big operation.”

The firebrand cleric, who has outraged moderate Muslims and non-Muslims alike with his uncompromising views, gave no further details.

Asked if a British Muslim was allowed to carry out a “terrorist attempt” in a foreign country, Muhammad said, “That is another story.”

He added: “We don’t make a distinction between civilians and non-civilians, innocents and non-innocents. Only between Muslims and unbelievers. And the life of an unbeliever has no value. It has no sanctity.”

It was important to see accusations of terrorism in their proper context, he said.

“If we give money to needy women and children, they say they are the families of terrorists. But where do the terrorists come from? Zimbabwe? No. They are people from here. And they are our brothers, the terrorists.”

“The British also are terrorists, in Iraq … Terrorism is the law of the 21st century. It’s legitimate.”

Sheikh Bakri Muhammad said he had mixed feelings about the possible effect of his comments.

“In a certain way I regret that, because the first thing the government will do is deport me, myself and my family,” he said.

The Syrian-born cleric heads the al Muhajiroun group, which has praised the September 11, 2001, attacks on the United States and the al-Qaeda militant network blamed for them.

He told Publica there were several “freelance” militant groups in Europe, such as al-Qaeda London, prepared to launch attacks similar to those carried out by the al-Qaeda network.

Four British men and a teenager appeared in court in Britain last week charged with plotting a bombing after they were arrested in the country’s biggest anti-terror raids since the US attacks on September 11.

The men, all of Pakistani origin, were arrested on March 30 in raids which uncovered 600kg of ammonium nitrate, a fertiliser that can be used in bomb making.

Asked about his comments that he wanted to have the banner of Islam at 10 Downing Street, Muhammad said, “Yes, it’s my dream. I believe one day that is going to happen. Because this is my country, I like living here.”

“I’ve been arrested 16 times. And 16 times freed, because they have nothing against me. These are the contradictions of laws made by man.

“If they believe in democracy, who are they afraid of? Let Omar Bakri benefit from democracy!”

Several Jihadi terrorists have stormed luxury hotels, crowded railway
stations and an old Jewish center in Mumbai, killing more than 100
people. Hundreds of people were injured. Among the dead were Indians,
Australians, Japanese and British. Jihadi terrorists also seized the
Mumbai headquarters of the Jewish outreach group center Chabad
Lubavitch.

The savage and predatory Jihadi terrorism in Mumbai is aimed at
reasserting or tightening Jihadi control over the Kafir country,
India. Jihadi terrorism is nothing new in India. It is as old as
Islamic invasion of India. It is widespread and systemic. Jihadi
terrorism is an intrinsic part of Islam.

Jihadi terrorism could not flourish as it does without the support or
at least toleration of the institutions like the media, the judiciary,
the police and bureaucracy. The bogus secular Congress government,
media and the alienated Indian intellectuals do not openly condemn
Jihadi terrorism. By treating Jihadi terrorism as individual acts of
disgruntled Muslims, journalists, social scientists and pseudo secular
political leaders conceal the Islamic politics underlying Jihadi
terrorism. They whitewash Islamic terrorism with bogus theories and
phony social analysis and in the process preclude public discussion on
the real cause of Jihadi terrorism namely Islam. Yet without public
discussion on the root cause of Jihadi terrorism we cannot plumb the
reverberations on the Islamic psyche of feeling permitted to terrorize
non-Muslims.

The history of modern India is a shameful chronicle of the pseudo
secular Congress party’s disinterest and indifference in curtaining
Jihadi terrorism. The Congress government leader’s deliberate
trampling of citizen’s rights and their repeated betrayal of public
trust has grown up behind a curtain of denial, indifference and
ignorance.

The recent Jihadi terrorism in Mumbai proves the horrible betrayal of
the ruling Congress party which is nothing than genocide. The
Congress policy on Jihadi terrorism promulgated by Italian Sonia
Manio’s government, under the auspicious of Manmohan Singh is a
disguised program of appeasement of Jihadis through extra privileges.
The Congress government instead of acknowledging its legal and moral
responsibilities to the majority and safeguarding freedom and security
in good faith, now proposes to wash its own hands on the majority,
passing the buck to disgruntled Islamists.

It is time for the majority to challenge the Congress government to
reexamine their unfortunate and ineffective policy on Jihadi
terrorism. Instead of offering hope, freedom, safety and security, the
Congress government is providing despair and fear, frustration instead
of freedom, cultural annihilation instead of life in the just society.

It seems that the Congress government shows more interest in
preserving and protecting Jihadi terrorists than the peace loving
nationalist majority.
We have witnessed the growing concern of Jihadi terrorism in all
major cities of India. Hundreds of people were dead and injured. We
have watched the justifiably indignant reaction of fellow Indians to
the horrors of Jihadi terrorism in New Delhi, Assam, Kerala,
Hyderabad, Bangalore, Ahmadabad, Vododhara, and Coimbatore.
Television has brought into our homes the sad plight of dead and
injured people and their families. Yet the government has ignored the
plight of the victims and the seriousness of Jihadi terrorism.

The facts are available, dutifully complied and checked over by the
police and intelligence agencies. The ruling Congress party’s
deliberate ignorance and indifference on Jihadi terrorism is in
inexcusable and suicidal. The government has almost endless resources
to wipe out Jihadi terrorism. But the Congress government and the
political leaders responsible for matters relating to security have
been outstanding in their indifference and ignorance and remarkable in
their insensitivity to the security needs and aspirations of the peace
loving, and tolerant majority. More often, government leaders are busy
appeasing criminal thinking Muslims and terrorists and buckle under
Islamic political pressure. The government leaders make decisions, the
policies, the plans and programs to encourage, appease, and promote
Jihadi terrorism in order to increase their own importance and stress
the need for their own continued presence.

If the majority citizens are to realize their potential, and protect
their freedom, safety and security, they have to take part in Indian
affairs. They have to flex their muscles. If the present leadership is
unable to come to terms with Jihadi terrorism, unable to confront its
root cause that is Islam, unable to win respect for the rights and
safety of the majority, the public will have no reason to believe that
the existing political system has much meaning for them. The public
should organize and organize effectively to destroy the
Jihadi-Congress nexus. Only by being active, can we ever be at peace.

For years, India has been subjected to periodic terrorist attacks throughout the country. But what happened in Mumbai is something new and different: a full-scale terrorist war.

This is the kind of threat and problem Israel has been facing for decades. What are the lessons for India from Israel’s experience?

First, India needs and has the right to expect international sympathy and help. It will get sympathy but will it get help? Once it is clear that other countries must actually do something, incur some costs, possibly take some risks, everything changes.

If the terrorists came from bases or training camps in Pakistan, India would want international action to be taken. Pakistan must be pressured to close such camps, stop helping terrorists and provide information possessed by Pakistani intelligence agencies.

But will Western countries make a real effort? Are they going to impose sanctions on Pakistan or even denounce it? Will they make public the results of their own investigations about responsibility for the terror campaign against India?

NOT LIKELY. After all, such acts would cost them money and involve potential risks, perhaps even of the terrorists targeting them. Moreover, they need Pakistan, especially to cooperate on keeping down other Islamist terrorist threats, not spread around nuclear weapons technology too much and cooperate on maintaining some stability in Afghanistan.

This parallels Israel’s situation with Syria, Lebanon and Iran. For decades, the US and some European countries have talked to the Syrian government about closing down terrorist headquarters in Damascus. The Syrians merely say no (though sometimes they have just lied and said the offices were closed). The US even did impose some sanctions. But by being intransigent, pretending moderation and hinting help on other issues, Syria has gotten out of its isolation.

So, despite all the pious talk about fighting terrorism, in real terms, India – like Israel – is largely on its own in defending itself from terrorism.

ANOTHER PROBLEM India faces, like Israel in the case of Lebanon, is that it is dealing with a country that lacks an effective government. Pakistan is in real terms a state of anarchy. Even within the intelligence apparatus, factions simply do as they please in inciting terrorism. Given popular opinion and Pakistan’s Islamic framework, even a well-intentioned government would be hard put to crack down.

In Israel’s case, the whole rationale for regimes such as those in Iran and Syria is radical ideology. So pervasive is the daily supply of lies and incitement to hatred that popular opinion supports the most murderous terrorism. Murder of Israeli civilians brings celebrations in the Arab world. Appeals to law and order, holding governments responsible for their actions, shaming them or going over their heads to turn to the masses on humanitarian grounds simply don’t work.

So what’s a country to do? It might consider cross-border raids against terrorist camps or retaliation to pressure the terrorist sponsor to desist. Sometimes it will actually take such action. But can India depend on international support for such self-defense measures or will it then be labeled an aggressor? How much is India willing to risk war with Pakistan even though it has a legitimate casus belli due to covert aggression against it by that neighbor country? And let’s not forget that Pakistan has nuclear weapons, a situation which Israel may soon face in regard to Iran.

Now we can see the logic of terrorism as a strategy by radical groups and countries pursuing aggression by covert means. Their victims are not only put on the defensive but have to make tough decisions about self-defense.

FINALLY, THERE is the dangerous “root cause” argument. Many Western intellectuals and journalists – as well as some governments – are ready to blame the victim of terrorism. In Israel’s case, despite desperate efforts to promote peace – concessions, territorial withdrawals and the offer of a Palestinian state – it is said to be the villain for not giving the Palestinians enough.

The terrorists and their sponsors use this situation to their advantage. By being intransigent – demanding so much and offering so little – they keep the conflict going and are able to pose as victims simultaneously.

Will some suggest that if India merely gives up Kashmir and makes various concessions, the problem will go away? This might not happen but it is worth keeping an eye on such a trend.

The Indian government is thus going to have some very tough decisions to make. How will it mobilize real international strategic support and not just expressions of sympathy for the deaths and destruction? How can it destroy terrorist groups, including installations outside its borders, and deter their sponsors?

Israel’s experience offers some lessons: Depend on yourself, be willing to face unfair criticism to engage in self-defense, take counterterrorism very seriously, mobilize your citizens as an active warning system and decide when and where to retaliate.

Defending yourself against terrorism is not easy. Unfortunately, even in an era of “war against terrorism” those truly willing to help in the battle are few and far between.

Since radical Islamists really believe their own propaganda, however, they tend to minimize their allies and maximize their enemies. You don’t want to make 900 million Hindus and additional other Indians, in South Asia and elsewhere, mad at you. There are about as many Hindus and Sikhs as there are Muslims and, as one Indian reader put it, “There is a Hindi saying: One and one makes 11. It is time for India and Israel to become allies. It is a jihad we are both facing.”

Mumbai attacks: Jihadists see “invasion” as a triumph

In India, some already call it the “Invasion of Bombay” and their country’s 9/11 moment. This is no exaggeration. For, although the deadly raids on India’s economic capital did not claim as many lives as 9/11 did in New York, the psychological impact is likely to be as potent.

The “invasion” showed that Islamic terror is capable of organising military-style operations against major urban centres in “infidel territory”.

Since 1993 when they first gathered in Khartoum, the Sudanese capital, to discuss global strategy, Islamic terrorists have come up with a number of theories on how to defeat the “infidel” and achieve world conquest.

Osama bin Laden had theorised that the “infidel”, led by the United States, would crumble after spectacular attacks designed to cripple its economy, just as the Meccan “infidel” government did when the Prophet Muhammad crushed its resistance with deadly raids, “Ghazwas”, against its trade routes.

However, 9/11 did not lead to an “infidel” retreat. On the contrary, the “Great Satan” hit back, destroying the structures created in Afghanistan to sustain global terror.

That persuaded some al Qaeda leaders that a new strategy was needed. Ayman al-Zawahiri, al Qaeda’s number two, started advocating one in 2003, arguing that the Jihad should first target Muslim countries where it had a chance of toppling the “impious” regimes.

Three years later, another theoretician of Jihad, Sheikh Abu-Bakr Naji, proposed his new strategy. This suggests that low intensity war be extended to anywhere in the world with a significant Muslim presence. India, where Muslims account for more than 15 per cent of the population, and Bombay, where 25 per cent of the population is Muslim, are prime candidates for testing that theory.

Naji’s theories are spelled out in his book ‘Edarat al-Wahsh’ (Governance in the Wilderness). The idea is to render places not under “proper Islamic rule” into wildernesses in which no one is safe. The “infidel” and the “impious Muslim”, leaving their homes every morning, should be unsure whether they would return in the evening.

Naji recommends kidnappings, the holding of hostages, the use of women and children as human shields, exhibition beheadings, suicide bombings and countless gestures that make normal life impossible for the “infidel” and “impious Muslims”.

Whoever organised the “Invasion of Bombay” must have read Naji with care. For the operation amounted to smorgasbord of terror tactics served at the same banquet. Seizure of territory, holding of hostages, suicide attacks, regular military assaults, and exhibition killing were on show for more than 48 hours.

Islamists see the “Invasion of Bombay” as their victory. In their websites yesterday, many called it “Clear Victory” (Fath al-mobeen), a term used to designate the Prophet’s earliest victories.

The Jihadists have reason to feel triumphant.

They showed that they were still capable of hitting hard and on a grand scale, continuing the chain of their “triumphs” in New York, Madrid and London. They showed that they are able to change tactics and adapt to new circumstances. They made a mockery of the much advertised “counter-terrorism cooperation” between Washington and New Delhi by showing that Indians were not any safer as a result of their government’s alliance with the American ” Great Satan”.

The utter confusion of Indian counter-terrorist units, rushing about like headless chickens, seen live on TV by millions, must have been greeted by Jihadists with their usual war cry of “Allah Akbar!” (Allah is the Greatest).

Just a few weeks ago, Jihadism was in retreat.

It had lost its bases and safe havens in Afghanistan, was under attack in Pakistan’s tribal area, and all but abandoned by the new leadership in Islamabad under President Asif Ali Zardari. Appeals on Jihadist websites for money indicated a cash flow problem while denunciation of Jihadi methods by some leading Muslim theologians affected the flow of new “Volunteers for Martyrdom”. The “invasion” may help ease pressure on Jihadists nested in Pakistan’s tribal area by diverting public attention to India and the dispute over Kashmir.

More importantly, perhaps, the attacks showed the vulnerability of Indian democracy and economic growth which some Muslim intellectuals have been promoting as models for Islamic nations. The Jihadi response is categorical: Only Islam is the solution! (Al-Islam how-al hall).

The “invasion” is certain to persuade some former donors to resume disbursing “zakat” or religious tax that as pious Muslims they feel they should pay for Jihad. It may also attract new recruits, especially among young Muslims of Asian and North African origin in Western Europe.

If the attacks succeed in wrecking Zardari’s efforts at peacemaking while derailing rapprochement between Washington and New Delhi, the “invasion” could also produce an unexpected diplomatic fruit for the Jihadis.

This was a bad week for opponents of Islamic terror. India, Pakistan and other governments concerned should do nothing to make it worse.
